Kniest said guards had permission in such instances to shoot to kill. The Pacific facility opened in 1981 and was designed for 512 inmates. Officials added a second bunk to each cell in 1983 and, with some additional construction, increased the population to 1,100 in 1985, Kniest said. The security staff was increased to handle that population, he said. The prison is classified as a Level Four facility.
The two most secure prisons in the state Potosi and Jefferson City are Level Five. Kniest said Monday's escapees likely would be transferred to one of those. Boswell, a 45-year-old horse breeder whose front door is 450 feet from the prison's outermost fence, said she was angry at the prison's inability to stop the escapees. "The guards were shooting behind them," she said. "Anybody who knows how to shoot knows that you lead a running target, you fire in front." Boswell took matters and her Ruger rifle in her when she saw Sutliff and own Minton run onto her property.
She lost sight of Minton, but tracked Sutliff as he ran through a field where she keeps her Lipizzaner ponies. "I yelled for him to stop and fired three shots, above his head and in front of him. But when I saw he wouldn't stop, I quit firing. I didn't want to kill him," Boswell said. St.
Louis County Police investigated Boswell for shooting at the inmates and determined Boswell to be justified. "If you escape from prison, you can expect to be shot at," said a St. Louis County police sergeant who declined to be identified. Boswell commended the prison for immediately calling neighbors to tell them of a prison break. But she said she was still angry.
